Supervision of the Local Register Offices’ operations

The guidance, development and supervision of the Local Register Offices is the responsibility of the Steering and Development Unit that operates within the Regional State Administrative Agency (AVI) for Eastern Finland. If necessary, you can also make a complaint to the Unit about a Local Register Office’s services.

Considerations when making a complaint:

The Steering and Development Unit for the Local Register Offices will not investigate a complaint relating to a matter more than two years old, unless there is a special reason for this.

The Steering and Development Unit for the Local Register Offices is not an appellate authority. It does not have the competence to intervene in the decisions made within the competence and discretion of a Local Register Office. The Unit cannot annul a Local Register Office’s decisions, order them to be amended or intervene in the handling of individual matters. The Unit cannot oblige a Local Register Office to perform individual official acts or issue related provisions. The Unit may intervene mainly in case of clear procedural errors or abuse of discretionary power.

The Unit will not investigate a complaint if the matter in question can be referred to an appellate authority. Neither may the Unit order damages to be paid; instead they should be applied for from the State Treasury.

The Steering and Development Unit for the Local Register Offices cannot give legal advice. Nor does it supervise guardians’ activities and provide guidance in guardianship matters; these functions are the responsibility of the Local Register Offices.

You can submit a complaint about a Local Register Office’s services, for example, using the link on the right. You can also write a complaint in your own words. The complaint should contain:

  • the name and contact details of the complainant,
  • the Local Register Office and its unit to which the complaint relates,
  • the procedure to which the complaint relates, and
  • the time of occurrence.

The processing time for complaints at the Steering and Development Unit for the Local Register Offices currently takes several months.
